Blue Passion Lily

I am doing Olaf’s “A Place for Joy” quest and for two days I have no Blue Passion Lily. I do not have access to the other side of Frosted Heights yet. I have no idea how to get rid of those tree stump things.

Is there anything I can do to trigger this Blue Passion Lily to grow?
