Neighbor vapes cannabis everyday and I can feel it

My neighbor is vaping cannabis daily, and I can feel the effects. The hallway has tiny window, so all of this vape smoke/steam lingers on the hallway and definitely goes into my apartment. I always feel dissy/strange for an hour or more after walking up my hallway, I live on 3rd floor.

I don't judge people for doing this, but I don't like this myself and avoid cannabis at all cost and do not like to feel the effects of cannabis unwillingly and be anxious to be breathing it in in my own home.

I have talked to the neighbor who denies, but I visited them once for coffee, and that´s when the "high" feeling got the most intense.

I have also called the police finally after feeling this for months, and the police couldn't do anything since there was no smell and they didn't find anything. My neighbor got incredibly angry.

What can I do about this? I am affected by this EVERYDAY and I have had enough. It´s affecting my studies, I am in finals now, and I can not study when I start feeling this "high" sensation.
