Why not just make certain health procedures free and not others?

If we made every blood test free, or every blood test + MRI + CT, while expensive, catching health issues earlier would be cost effective for everyone. Why not make the preventative side free and the cure die insurance covers? Thoughts? Maybe every 10 year old gets a MRI to catch any crazy stuff while young?
