Is there a city ordinance that bans the use of turn signals?

Came to miami for work and I’ve never seen so many people just refuse to use their turn signals at all. On the road the other day I literally saw three cars in a row with one nonfunctional tail lights/blinkers. Is it not enforced enough? Does highway patrol even try?
