4 month old hates tummy time

My baby is 4 and a half months now and still hates tummy time. I see all these things saying that they should be lifting their head during tummy time but mine won’t! She just lays flat on the floor screaming. I’ve tried tucking the elbows in underneath her, I’ve tried her propped up on a pillow, I’ve tried using myself and toys to encourage her to lift it but nothing as she gets absolutely hysterical and even when I pick her up and hold her, she continues to cry for ages afterwards. She’s more content when on my chest but still just lays with her face down on me. When I sit her up, she can hold her own head up fine without support so I’m not sure why she’s not lifting it during tummy time. I try throughout the day but not for long at all as she gets so hysterical with it. She also shows no signs of rolling as she literally does nothing when on the floor and I’m starting to get a bit worried - help!
