Is conditional offer a relatively strong indication that I will get the position?

For context, I passed all steps (PT, writing test, background, poly, board) then I got a conditional offer on drug test, medical and psych.
It’s been a little bit more than two weeks since I completed those three remaining steps but haven’t heard back. Just hoping to get some insights on those who have gone through the process. Thanks!
