Could a cobbler cover the flaking pleather with proper leather/canvas?

I got these rocking horse dupes second hand since they were super cheap and as suspected the white top is made from pleather, which immediately started to crack and flake when I wore them. I know that once pleather starts to peel off there's nothing you can do, so is it possible for a cobbler to replace/cover the white pleather with canvas or real leather (if proper leather can come in white) so that they can actually be walked in? Unfortunately, I struggle to find better quality dupes in my size without a proxy, thank you !
