Question for FFL’s

I just purchased an Atlas gun Works Artemis. Why was it that before dros when I inspected it, there were three magazines but upon pick up, I was only given two. I totally understand the magazine capacity restrictions but why not give me 3 10round magazines?
Thanks for the insight.
