Aspect of Calamity and Locran's Talisman

Does anyone have any idea if Aspect of Calamity side steps the flat -50% crit chance from Locran's Talisman? I can't tell from the description if the chance to be crit is attached to the enemy or combines with your character sheet.

For reference:

Aspect of Calamity - Hex increases your Critical Strike Chance against an enemy by [10.0 - 20.0]%[+] per stack.

Locran's Talisman - Critical Strikes deal [120 - 150]%[x] increased damage but your Critical Strike Chance is reduced by 50%[+].
