Round 3 and 4 Fantasy cards?

I'm wondering if we'll still get Fantasy cards for rounds 3 and 4 even though we didn't get any of them for Round 2. Here's why I think it's possible:

Last year we got one Fantasy card per team at the start of each round.

This year we got 2 Fantasy cards per team at the start of Round 1, which was of course more than last year.

Now that we didn't get any Fantasy cards for Round 2, each of the remaining teams has 2 Fantasy cards, which is the same as last year.

If we don't get any Fantasy cards for rounds 3 and 4 either, then the remaining teams will still only have 2 Fantasy cards, which would be fewer than last year.

So what do you guys think, is there still a chance that we'll get Fantasy cards for Rounds 3 and 4? Or will we just have fewer Fantasy cards in those rounds than last year?
