How can I get FSDO appointment to take IA test?

I am based in South Florida FSDO area.

I am an active A&P for going on 20 years and desire to get my Inspection Authorization (I should have done it years ago, what was I thinking?)

I can't seem to get through to the Miramar FSDO to request permission to [be evaluated]

Is the federal government still 'Shut Down' and I have terrible timing?
