Edge of Eternities Precons

Which of the Edge of Eternities commander precons is considered better out of the box? I got a “mystery box” for cheap that has one of the two, and wasn’t sure which one was better. It hasn’t arrived yet so I don’t know which one I’ll get but I’m curious. I’ve heard that Counter Intelligence is generally more consistent but World Shaper has a higher power ceiling.
