No Dev Tools in Void G113

I don’t know what to do but I can’t access the menu thingy inside void G113. I’ve finished the campaign, I’ve gotten all the capsules, and I’ve turned on Dev Mode, but I can’t open the menu when you click B to get dev tools, change my avatar, spawn items, someone please help me figure this out
