How do I read this street parking sign?

I see this street parking sign and it says "No Parking 8 am to 4 pm Sat, Sun & Holidays". Does that mean No Parking applies only on Sat/Sun/holidays, thus I can park there any time from Monday to Friday and not get a ticket?
