Recourse for speeding, loud exhaust from wannabe racers and bikers

HRM - we get illegal exhausts on crappy civic wannabe racers, mid life crisis Harleys, kids that keep their CBR600's in second gear at 18,000RPM. Deer, school busses, students, dog walkers, pedestrians - there are no sidewalks as we are sorta rural. Any advice on how to get HRM to do something other than take a note over 311? Thanks!
