Are droppers considered as part of the tower's frame?

In the last section of ToC, a conveyor will bring you to the winpad, would you call that part as part of ToC's frame, if so would you call ToC's frame as slightly wacky?

Do you consider ToIB's frame as slightly wacky due to the top?
