Does anyone notice that the “unavailable videos” are videos that might have been restricted by restricted mode

A majority of the unavailable yet public videos I saw either have profanity (probably including crap in it) or has mature topics (like suicide or pedophilia). But I didn’t have restricted mode turned on but why is it happening?
