Coupon help

Does anyone know why some people get a ton of coupons and why others don’t? Example- my sister has 3 coupons for free items, $10 off $30 and 20%. I spend way more money and never get any coupons. I was getting them in the mail and that randomly stopped. There’s never anything in my account either.
