How to Clear Pending Challans on an Auction-Purchased Vehicle for RC Transfer
Around late February 2025, a resident of Gomti Nagar, Lucknow — let's call him Arjun Mehta — purchased a second-hand two-wheeler through a registered vehicle auction conducted by a local finance company. The vehicle had been repossessed by Bajaj Finserv against a defaulting borrower. Arjun received a valid Certificate of Sale and believed the transaction was complete. That's when the trouble started.
Three outstanding challans. That's what the Parivahan portal showed when Arjun tried to initiate the RC transfer at the Regional Transport Office. Two were standard traffic violations, payable online without much fuss. The third was a drunk driving challan with a court hearing date pending at a Lucknow Metropolitan Magistrate Court, filed against the previous registered owner — who was completely untraceable.
Arjun had already visited the RTO twice. He'd also approached a local general practitioner advocate, and got conflicting advice about whether he needed to appear in court personally. Weeks passed. Nothing moved. So he approached Advocate Sudhir Rao. With a structured approach — filing a proper representation before the Magistrate along with the Certificate of Sale and auction documentation, and addressing the online challans through the Parivahan Sarathi portal — the matter was resolved systematically. The RTO accepted the cleared challan status and processed the RC transfer within a few weeks of the correct filings. The key difference was knowing exactly which authority to approach, in what sequence, and with what documents.
