First apartment in Brussels - what am I risking without acte de base?

Hi all, EU citizen here. I'm about to make an offer for a good apartment in Brussels (no need for renovation), good updated PEB, no problems (so far) with the RU, compliant electricity and so on.

The only catch - the acte de base is missing. I am not Belgian, and my notary told me it shouldn't be an issue, as any major issue can come in the compromis and make the sale void (sometimes). However, what's not really clear to me is what I am risking in this situation? Should I add any specific clause in the offer? PEB, electricity compliant, clearly list the apartment I saw and want to buy (e.g. 3eme etache gauche). Am I right to be cautious, or should I trust my chill notary?
