Using יש with pronominal suffixes

Help

Occasionally in formal writing I see יש with personal endings attached, eg ישנם, ישנו etc. It seems to be used with the same meaning as יש by itself, just to say "there is"; for example, in the Wikipedia article on the novel חרבת חזעה

אף על פי שהספר עוסק בכפר בדיוני, ישנו כפר בשם דומה ברצועת עזה."

I thought that was surprising because when pronominal suffixes are attached to אין it goes from meaning "there aren't" to "I'm not", "you're not" etc. Am I understanding it right? Are there situations where it is used as "they are", "he is" and such?
