Are Vietnamese tech workers interested in working for USA or Canadian companies and get paid USD or CAD?

I'm in Canada and there's a lot of Indian and Philippine workers who do remote work for companies here. I worked in silicon valley for a bit and the big tech companies I worked for had offshore Indian developers. This got me thinking, are Vietnamese tech workers not interested in this? or is it Canadian and USA companies that are not interested?
