Is the Peacekeeper worth it?

I used peacekeeper last round and it just didn’t work. I did 11, 33 and 11 damage. At this point I think using a sentinel as shotgun would be better. Am I just bad or are shotguns just not it? The only time enemies use it on me is to finish me off, not during the 1v1 combat
