What is going on with the Commission rates? I'm getting chewed up

Small timer here. I'm on the tier plan which is 0.0035 per share plus other regulatory fee. Minimum is fee .35 cents, which is 100 shares, I get it.

But why am I getting mauled here on the commission rates? And its not consistent. I'm assuming the different exchanges have different regulatory fees?

Did these regulatory fees change or something, why does it seem so high now? 1 Trade costs $1. I know its not a lot. but It adds up.
