I want to be precise here because this update contains serious developments.

PHEMA is currently soliciting donations while directing people to a purported IRS Letter 1076 as proof of 501(c)(3) status. Their donation page says, “Your donation may be tax deductible,” and tells people to refer to “Letter 1076 from the IRS regarding our 501(c)(3) tax status.”

That letter is NOT hosted by the IRS. It appears to be a JPG image hosted on PHEMA’s own website.

The image PHEMA posted appears to show:

• Date: 04/01/2026
• EIN: 33-3808907
• Name: PHRIENDLY HELPING EMERGENCY MUTUAL AID INC / PHEMA
• Effective date of exemption: 02/28/2025
• Form 990-PF required: Yes
• Classification: private foundation

Here are the problems:

The IRS says its Tax Exempt Organization Search is where the public can check an organization’s eligibility to receive tax-deductible contributions, tax-exempt status, filings, and determination letters.

I searched IRS TEOS using the name and EIN shown on PHEMA’s posted document and there were no results returned.

Even more important: the IRS Exempt Organizations Business Master File is not just some random search page. The IRS says it is a cumulative file containing the most recent IRS information for organizations in the file. The EO BMF was updated/posted on 04/14/2026.

That is 13 days after the date on PHEMA’s posted “IRS letter.”

So while I understand that some IRS datasets can lag, this is no longer a simple “maybe the IRS hasn’t updated yet” situation. PHEMA is pointing donors to a self-hosted image of an IRS determination letter, while the IRS’s own public tools and the updated EO Business Master File are not corroborating the organization under the name/EIN shown.

There's an additional problem with the document itself. Legitimate IRS determination letters include a Document Locator Number—a 14-digit identifier unique to that document in the IRS system. The letter PHEMA posted does not include one.

That does not let me responsibly say “fraud proven.” But it does let me say this:

PHEMA’s posted 501(c)(3) proof appears materially unverified, and the document should be treated as suspect unless and until PHEMA provides an IRS-verifiable record that matches the name and EIN on the letter.

Until then, donors should not rely on PHEMA’s self-hosted image as proof of tax-exempt status or deductibility.

I’m not asking anyone to take my word for it. Instead, I’m asking people to use the IRS tools themselves and check whether PHEMA’s posted 501(c)(3) document can be independently verified.
