Didn't more people question his behaviour back in the 80s 90s?

Hi, I was just wondering why people were not more concerned about mj's behaviour back then. His behaviour of befriending families, especially mothers, to get access to their kids and then taking them on tour, is so textbook grooming behaviour. It reminds me of the book "Lolita". more people should have seen the red flags, or were this not known grooming tactic at the time? I was not alive back then so this is why Im asking this.
