Suggestions for very forgiving wood primer?

Hello, trying to bring back some wood window sills which have been repeatedly patched.

I've stripped paint and sanded to the best I can do, but wondering if there's a wonder (thick) primer out there which will help hide the last bits I can't get off!

I'd normally use Zinsser, just wondering if there's anything better out there? Thanks!
