Planning to study at UNC Naga City: Any honest to thoughts?

My partner from Cam Sur suggested moving out of Taguig. I also plan to continue my law degree, and since I'm qualified to transfer to UNC, we thought about living there since we both work from home. However, we don't know many people in Naga. We're looking to rent a 2-bedroom, pet-friendly house or apartment near Nueva Caceres. I saw news about heavy flooding and power outages two years ago, so I’m worried. Do you know any flood-free barangays or areas where we should start looking? I have doubts about searching online, so I'd prefer advice from a local. We're looking for a condo or a home in a secured/gated area with good internet near UNC. Also? how is the culture and environment in Naga City??
