Lost Goverment Reform

Hello ,

I can´t finde the  Naval Infrastructure Act Government Reform.
I own  Harbor Administration Government Reform and prior 1.2 I could directly enact this reform. Are there any new conditions?

Is even looked in the patch notes and i dindt find anything.
