I was able to cancel a buy order 10 cents above the asking price seconds later

The order was with rtx, Price went from 5.10 to 5.14, My limit price 5.23(current asking 5.13), There are tons of sellers between 5.14 to 5.23, Priced moved up and down between 5.20 and 5.11, But ibkr ignored my 5.23 limit order for seconds, Then i was able to cancel it, next thing i reordered it, Got much worse fills, The reason i am paying hundreds of thousands dollar annual in commissions is that i would get a better and faster fill? And that's not the case with IBKR?
