Circuit newb needs help!

Hey! I have a project idea.
I am a tattoo artist and like stick and poke (hand done) but they take too long.
I thought it would be cool to have a machine that could emulate stick and poke.
My idea is to have a regular dc motor, but then have a circuit to modulate it. I essentially need it to turn the motor on and then off continuously.
So power turns on, then it pulses from a stage of on, and then off. No in between, just binary.
I’d need it to be adjustable too, between about 1hz to 4.5hz (about 60rpm-250rpm)
Is this something I can do?? Can anyone point me in the right direction??
