Issue with hx370 - Breathe of the Wild Low FPS

Hello, hoping someone here has any ideas, trying to use cemu on the hx370, zelda breathe of the wild is only getting 20fps. Using less then 20% of both the cpu and gpu. Tried both vulkan and opengl both give the same results. I used to run breathe of the wild at 60 fps on the 7840u i believe. same result after updating amd drivers.
