Can the second lair chest (lair of plenty) also spawm the nemesis portal?

Im just wondering because im at 40 grigoires , that are 80 horde chests, without a single nemesis portal (not even the normal/small one).

Is the node bugged? Can the second chest even spawm nemesis portals?
Because i did alot of butcher 3-4 days ago and i had nemesis portals quite often.
