What to do with a neighbor who dumps trash in 3-4 neighbors trash cans in the middle of the night

I have a weird situation going on. My direct neighbor on one side of me bought a house across the street after the lady became mentally ill and couldn’t care for herself.

He moved in his son or family member who obviously struggles with drug addiction/mental illness himself. For the past 4-5 weeks, he’s been going around to all of the neighbors and dumping trash in their bins in the middle of the night. I have cameras and they go off every time he’s done this. I have also seen him picking up trash on the side of the road on Kiefer between watt and Florin Perkins and filling up his car as I drive that direction to go to work.

Has anyone else ever dealt with something similar? I know I can call 311, but I don’t know this neighbor and am concerned about his erratic behavior (that’s a story for another post). What do I do?
