Please help figure out how to make this, my mind is melting

I am trying to make this shape

As part of one of the building requirements in Manufacture Normal mode.

I cannot figure out how to get the floating area underneath the white circle, while having the cyststaliation layer on top

I can make Rm--Rm--:Cr--Cr--:Cw--Cw--:cm--cm-- without an issue, which I assume I need to use the swapper to combine with the other section. But I cannot figure out the other part of this piece. Or maybe I am fully approaching it wrong. Please help.
