BCH2333 without CHM1321

I understand that the prerequisite for BCH2333 is CHM2120 (Orgo II). Would I still be allowed to get a waiver signed if I dont have CHM2120 (Orgo II) and CHM1321 (Orgo I)? You need orgo 1 for orgo 2, so idk what the procedure is for that
