How to keep our neighbors cat from dropping waste outside our porch?

As far as i know, theyre like odor based so kung san sila sanay or where their scent is, dun sila always.

So weve tried bleach and all that to remove the smell and all that pero di talaga. Kakainis na na theres poo almost every other day. Help please:(
