Over a Week and Card Still Not Charged

Should I be worried about this? It's my first passport and my application was delivered over a week ago and my card still hasn't been charged. I tried requesting a reference number but that doesn't appear to exist either. Is this a normal timeline? I've seen so many other people have their cards charged in 3-5 days.
