Does Sett Have Free Attack Speed

Sett's passive is that his right punch is %800 faster.

So a normal champion with 1.0 attack speed attacks 10 times in 10 seconds.

Does Sett with 1.0 attack speed attack 10 times in 10 seconds aswell? Or does he attack like 18 times in 10 seconds?
