MOLD IN MY APARTMENT

I lived in an apartment in Hayward and have visible mold in the bathroom which I have report to the management for 5-6 months now but they have not done anything about it and the mold is worsening. Is there a department in the city of Hayward I can report to or how to I move out without paying for the move out fees?
