Cyclical Missions Broken?

I tried to create a cyclical mission to send a bunch of silicon on earth to earth orbit using a rotary launcher, but it never starts. I have 60KT of silicon and 40KT of fuel on earth, but nothing ever happens.

Also I have noticed a bunch of "green" missions appearing on the map with dates years in the past. I assume that this is some sort of bug, but has anyone else seen this?
