Loan Assumption and Form 4506-C

My loan assumption has been approved, closing papers signed, but they are requesting a Form 4506-C be completed. It has come from the Loan Assumptions department pre-filled except for Line 8 "Year or Period Requested", which is blank.

My closing officer has stated "Yes, that form is needed.  All you do is sign and date at the bottom.  It is a required form but we will not be pulling your tax returns from the IRS.  It should be highlighted on where to sign and date."

1. Why would they need it if they don't intend on pulling tax returns? Income has already been verified and underwriting has already completed their assessment.

2. Why is Line 8 not completed? Right under Line 8 it says, in BOLD LETTERS "Caution: Do not sign this unless all applicable lines have been completed?

I mean, just sign a half completed form?
