Order of repairs

I’m about to start a deck repair. About a fourth of the boards are in bad shape, and I’m hoping to simply replace those without doing a complete overhaul.

Is this the correct order:

1. Remove all bad boards.
2. Power wash remaining boards.
3. Install new boards.
4. Sand old stain off the old boards with belt sander, and lightly sand the new boards.
5. Apply new stain.

Would you recommend doing things in a different order? Anything else I need to consider?
