Only one package won't update?

So I'm not a huge Linux guy yet. I have Mint 22.2 Cinnamon running in a VirtualBox VM on my home desktop. I mostly use it to learn more about Linux and for doing/going to anything sketchy, knowing that if I see anything odd I can just revert to my last VM copy.

I log in today and I have multiple updates waiting. Run them and it fails to download. So I backed out, ran each update one at a time. All work perfectly except for vim. I don't use vim on this so no big deal, but it does bother me. This is the error when I expand details:

Failed to fetch http://security.ubuntu.com/ubuntu/pool/main/v/vim/vim-tiny\_9.1.0016-1ubuntu7.12\_amd64.deb Connection failed [IP: 91.189.91.83 80]

Everything else updates just fine. I see recommendations to change the mirror you pull from, but I'm a little confused why all the others would work if it was a mirror issue.
