**Here’s a scenario that trips up a surprising number of civil service test takers**: You’re given a list of three facts — a date, a rule, and a consequence. You look at the answer choices. One of them is clearly, objectively accurate. It states all three facts correctly. The grammar is good. It sounds professional.

**You choose it — and it’s wrong.**
**Why? Scope drift.**

On **Preparing Written Materia**l paragraph synthesis questions, the correct answer doesn’t just need to be accurate. It needs to stay strictly within the boundaries of what the source material actually says. An answer that goes beyond the source, even to add relevant background, explain an implication, or draw a logical conclusion, but it is still wrong, because the exam is testing your ability to restate, not to interpret.

This is one of the hardest concepts to internalize because it goes against natural reading instincts. When something sounds complete and well-reasoned, we tend to reward it. The exam penalizes it.

**Example (from exam-style practice):**
**Source facts**:

1. Vehicles in violation will be towed at the owner’s expense.

**A wrong answer might say**: “Unfortunately, winter parking rules require that vehicles be towed at the owner’s expense…”

 **Two problems**:
(1) The word “*unfortunately*” is an editorial opinion, and is not in the source.
(2) The time window (2:00 AM–6:00 AM), and the date range are both missing.

**The correct strategy is the Inventory of Facts Protocol**: before evaluating any answer choice, list every data point from the source: *dates, times, locations, conditions, consequences,* and treat them as a checklist. Any answer that fails the checklist is eliminated, regardless of how smooth it reads.

**Then check for logic distortion:** did a conditional word like “unless” or “provided that” create a rule that the source never actually stated? These are called Logic Traps, and they’re a favorite tool of civil service exam writers.

The **Preparing Written Material** study guide covers the full three-pass verification system for paragraph synthesis questions, including how to spot omission errors, distortion errors, and scope creep, and how to use logical subordination *(“because,” “although,” “unless”*) to distinguish strong answers from clever-sounding traps.
