MCO Cannot use right hand basic attack without shields or spells

Essentially I cannot use one handed weapons without equipping a left handed item (shield, torch, spell), furthermore I cannot even draw the weapon using the attack button. However once I add the left handed item, everything works as intended. I've tried disabling animation packs and rerunning nemesis but got nowhere, and frankly I'm stumped. I'm going to assume it may have something to do with MCO as other threads/forums suggested a similar issue.
