Escapist cat

I adopted a cat a year ago. He was just a kitten. He will not stop going outside. I don’t even know what to do with him. He would just escape and slip out when we do anything. Even when we bought things to keep him in, he finds a way. When we do successfully lock him inside, he sleeps all day and is bored. We try to play with him and he even got a sister but he still sleeps. And then wakes up at night to terrorize us. I don’t even know what to do anymore on top of that I’m allergic to grass and pollen. My other cat never goes outside so that’s fine and dandy. But he goes outside and continuously brings in the grass and dirt. He also keeps catching rats and bringing it to us. What can I do? Vaccinations for him? He’s never home. He would escape at 8a and then won’t come home until 6pm. He only uses my house as a sleeping place at night.
