Is it me?

I need help with this game, I bought it over a week ago and I've really been enjoying it, but the hit registration, and the suspect reaction to bullets is really frustrating, because I just feel like the pistols are almost useless against anyone wearing even a vest, and my rifle bullets only seem to register like 1/2 of the time so S ranks ar damn near impossible. Is it something in my settings or tis something wrong with the game?

Playing on PS5 and Commander mode btw
