How is this short term let allowed to operate?

Near me there is a flat with a planning case which was for retrospective permission to operate as a short term let, and a couple of months ago i got an email saying it was withdrawn. However it is listed on the public register https://www.edinburgh.gov.uk/licences-permits/short-term-lets-public-register?utm_source=chatgpt.com as having had a valid licence since around the same date i received the email. How does this work? It's in a shared stairwell which I thought made it unlikely that someone would get permission to have one. Any info appreciated
