Apartment Building Unsanitary

Hello, I’ve been living in a flat for a few months now in Liverpool and although the flat itself is in condition, the general block ie the hallways, entrance, bins, post box area are quite unhygienic with rubbish and stains etc.

I was wondering if anyone knows a tenant’s rights with this and whether the council can do anything about this?
